Homeland Security Community Partners

The Graduate Program in Homeland Security prides itself on its many productive research and service partnerships.  Community outreach, international engagement, and multi-faceted collaboration from the local to global levels bring faculty, students, and the community together in partnerships such as:

  • Work with E W Wells Group as a Native American 8a corporation to focus on linking the academic world to the corporate world for enhancing student opportunities and developing projects such as along the US-Mexico border for International Trade Optimization, mapping of underwater munitions, working with the US military for environmental solutions, working with Bureau of Indian Affairs on environmental and development projects, and many other aspects of linking solutions to needs nationally and internationally.
  • Interaction with CETYS University in Mexicali, Baja California, on projects related to the US-Mexico border including International Trade Optimization and teaching to Law Enforcement on both sides of the border.
  • Humanitarian Assistance Disaster Relief exercises aimed at massive global response to natural disasters such as the Japanese earthquakes, tsunamis, nuclear difficulties, and economic challenges through global Exercises such as Exercise 24 (x24), x24 Europe, and x24 Mexico.
  • Working with the U.S. National Institute of Justice and the U.K. Prime Minister on Connecting International Organized Crime Research to Policy and Practice: The Strategic Context in the U.S. and the U.K.
  • Work with the US Navy in utilizing Cloud Computing for Humanitarian Assistance Disaster Relief including efforts like Haiti earthquake and cholera (much of this done with Google Apps and related web services).
  • Work with Open-Source groups such as OpenStreetMap.org on events such as Haiti earthquake.
  • Work with Open-Source groups such as CrisisCommons on the Gulf Oil spill.
  • Work with US NORTHCOM on their UNCLASSIFIED Situation Awareness Geospatial Enterprise (SAGE) software.
  • Work with DHS Science and Technology to assist MIT Lincoln Labs with the Next-generation Incident Command System (NICS) software.
  • Work with the American Red Cross (San Diego-Imperial and Los Angeles Chapters) with their Cloud Computing based SitCell situation awareness software for disaster preparedness and response.
  • Work with the San Diego-Imperial County Economic Development Councils to help develop the CaliBaja Mega-Region Asset map of economic and business-to-business assets and collaboration tools helping attract funding to the region.
  • Efforts with San Diego Gas and Electric and RP Flight Systems to use Unmanned Aerial Vehicles (UAVs) to fly patrol over powerlines in the San Diego backcountry to help better prepare for, prevent, and respond to wild fires.
  • Associate of Calit2 Program (California Institute for Telecommunications and Information Technology) to help utilize sensors, telecommunications, and visualization to invent the future in areas such as Homeland Security and humanitarian responses using technology
  • Partnership with leading scientists in Mexico for shared Homeland Security and natural disaster response through the use of telecommunications and shared computational and visualization capabilities
  • Research partnerships with the U.S. Marine Corps, U.S. Navy, U.S. Army, and U.S. Special Operations Command in the area of Professional Military Education reform for irregular warfare, transnational crime, and disaster assistance and humanitarian response in the post-9/11 world.
  • Contributing new teaching, learning and research approaches to assist the U.S. military's reform of Professional Military Education in the post-9/11 world

The HSEC program is an innovator in working with public and private sector HS technology partners

  • Partnership between INMARSAT and Viz Center using the INMARSAT Broadband Global Area Network (BGAN) technologies for disaster response in areas around the world.
  • Partnership with Barona Tribal group in preparing for disasters and responding to challenges from sustainability to trade enhancement.
  • Research - With National Programs such as joint DHS and DTRA BioNet pilot project, and our NASA REASoN project
  • Technology Demonstration - in conjunction with local law enforcement and first responders especially in support of the San Diego Police Department Critical Incident Management Unit (CIMU).
  • Exercises - Based on real-life events such as Super Bowl XXXVII (ShadowBowl) and large scale exercise such as those of Strong Angel III, Operation Golden Phoenix, and especially Exercise 24 series.
  • Humanitarian Support - Large-scale imagery processing and presentation support for global disasters, especially those that are not responded to by mainstream responding organizations.
